“Impacts of New Cyber Regulations on the SATCOM Ecosystem„
The study examines how the rapidly evolving cybersecurity regulatory landscape is shaping the future of satellite communications (SATCOM). The mission analysed nearly 200 cybersecurity frameworks from around the world and assessed their relevance for commercial, governmental and dual-use space systems.
Why this matters
Satellite communication systems have become critical infrastructure. At the same time, the sector faces increasing cyber threats, growing geopolitical tensions and an expanding number of cybersecurity regulations.
The white paper highlights how cybersecurity is evolving from a technical afterthought into a strategic enabler for resilient and trustworthy space services. It also identifies challenges created by fragmented standards, compliance complexity and the need for stronger harmonisation across international frameworks
Key findings
Among the report’s major conclusions:
- 194 cybersecurity frameworks from 72 issuers worldwide were identified and analysed.
- Europe is moving towards stronger governance-driven cybersecurity regulation through initiatives such as NIS2 and the upcoming EU Space Act.
- Security, resilience and risk analysis must be considered together throughout the entire mission lifecycle.
- Cybersecurity should be integrated at the beginning of space projects rather than being addressed late in development
- Growing trends such as AI, Post-Quantum Cryptography, digitalisation and large-scale constellations require continuous adaptation of security frameworks
A secure European Space Ecosystem
The study provides practical recommendations for industry, operators and policymakers on how to address the growing number of cybersecurity requirements to which the space and SATCOM ecosystems are asked to be compliant.
